Construction of the dock began July 1982 and was completed June 1983 (paving did not occur until July 1985). The dock was constructed by Jackson Marine at a cost of $322,678. Later paving of the dock apron and bridge approaches was performed by Mid-Columbia Asphalt for $212,848. The project was funded as Phase V (the final phase) of the $2.073 million federal EDA grant awarded to the Port in 1969/70. The Dock Road railroad overpass appears in the lower right corner of the photo and The Dalles Dam spillway supports can be seen at the very top.
